Abstract :

Since  World  War  II,  Japan  became  the  state  that  professes  the  pasifism paradigm.  Pasifism  prohibit  Japan  to  use  military  instruments  in  order  tointernational  disputes  settlement,  except  for  self-defense  aims.  But,  at  2003, Japanese government made policy to deploy military abroad to Iraq, in orderto  execute  non-combatant  mission  for  humanitarian  aid  and  infrastructure reconstruction  assistancess.  The  research  question  of  this  research  is  whyJapan made a policy to deploy troops to Iraq in order to assists United States led occupation operations. The theoritical framework that used to explain thatis the theory about alliance dilemma. Alliance dillemma teory explain that the military alliance obligation generate dilemma for pasifist state. It’s difficult forkeep the commitment inside alliance. Hypothesist on this research is that the Japan’s policy to deployed troops to Iraq was the respons of Japan to managethe alliance dilemma and also consolidate the alliance with United States for face regional instability which happened.
