Abstract :
Drought that hit Somalia invites much sympathy internationally, including from the United States. It is considered interesting since both have beeninvolved in the Battle of Mogadishu. Currently, United States is not only providing humanitarian aid, but has become the number one donor toSomalia. It is considered more interesting that albeit the massive amount of aid from the United States, the United States faces many hurdles from theSomali rebels. Meanwhile, Somalia in 2013 was ranked first in the list of failed states. So what is the advantage for the United States? The author hereconsiders that it is closely related to the competition between the United States and China in Africa. Geographically and politically, Somalia used as an arenato contain the strength of China in Africa. Therefore, the United States seeks to establish cooperation with Africa. Previously the United States has failed toapply the policy of 'war on terror' in Somalia, this time the United States tried a new strategy, namely by providing various kinds of assistance to Somalia.
