Abstract :

As we have known, environment-related issues have been being crucial issues in international world. One of them is climate change. Climate change is a global catastrophe which affects all countries ever exist in the world. Nation states as international relations actor with highest sovereignty offer a solution about it by making an international environmental regime under the auspices of United Nations named Kyoto Protocol. Kyoto Protocol was founded in Kyoto, Japan in 1997 and has its own targets about carbon reduction. The first period of carbon reduction was in 2009-2012 and generally had nothing big to offer. This stagnation was commonly caused by the anarchy of the members who tend to notice their national interests than the agreements within Kyoto Protocol. In this condition of dilemma, Indonesia along with its president at that time Susilo Bambang Yudhoyono stepped forward offered their progressive solution. As a non-Annex I country with no obligation to do a carbon reduction, Indonesia disposed to do some efforts reducing its carbon pollution as much as 26% or 41% with international assistance in 2020. This statement of reduction said by Yudhoyono in 2009 in Copenhagen, Denmark. Indonesia itself, in the era of Yudhoyono’s presidency, had done enormous contributions in the term of environmental issues, suitable with one of the focus of Indonesia’s foreign policy at that time, protecting the environment. By using Individual Level of Analysis, particularly Psychobiography and Worldview theory by Jerrold M. Post, the writer will analyse how far is the role of Susilo Bambang Yudhoyono, as president of Indonesia at that time, in Indonesia’s foreign policy within international environmental regime, Kyoto protocol.
