Abstract :

Contemporary economic trends show that economic liberalization is the right strategy to improve the economic conditions of the country. It is also implemented by several countries with communist government system, including China, and followed by other communist countries like Vietnam and Laos. Economic reform of each country has different progressiveness, depending on the strategy of each country to maximize the internal potential and the condition of the region. This study focuses on comparing economic reforms performed by Vietnam and Laos, that have similarities in the background of state reform, strategy, and conditions, but achieving different progress, which Vietnam is more progressive than Laos. There are three main factors that affect the condition; strategy, position, and mentor - mentee relations. First, the strategy factor refers to gradualist model of economic reform, which is analyzing the policy of step-by-step economic liberalization. This study criticizes that the gradualist model analysis is restricted to the internal influence, and unable to elaborate the external influences in Vietnam and Laos, including the influence of economic integration and economic cooperation with China. Therefore, the author analyze the external influences through the second factor about the position and the third is the mentor-mentee relations. The second factor is an analysis of how Vietnam and Laos perceive the state's position in economic integration, both at the regional and international political levels. The third factor is the mentor-mentee relations, the asymmetric relationship between the Chinese as the mentor, and the Vietnamese - Laos as mentees. This analysis focuses on comparing the way in which Vietnam and Laos benefitted on relations with China as a communist country that successfully liberalizes the economy and becomes an influential economic actor in the region.
