Abstract :

This paper explains about the factors which affect the change of strategy fromSierra  Leone  rebellion  movement  RUF  in  responding  the  UN  peacekeepingintervention  UNAMSIL.  By  using  the  Clausewitz  definition  about  strategywhich a rational process and Sun Tzu’s art of war, this research used strategyas a form of adaptation related to constant situation. Change of RUF strategycan  be  defined  as  a  strategic  choice.  Consideration  factors  will  be  explainedinternally and externally. Internal factors will be explained by using relativepower  comparison  and  the  implementation  of  political  economy  in  civil  warand  greed  rebellion  theory  by  Collier  and  Hoffler.  External  factors  will  beanalyzed in UNAMSIL side, by looking on pre departure period specifically inpreparedness  and  assessment  phase.  Problems  lied  in  those  two  phasesinfluenced RUF trust on UNAMSIL credibility as a mediator. The author statedthat  the  accumulation  of  those  factors  internal  and  external  influenced  thestrategy change of RUF in responding the UNAMSIL intervention.
