Abstract :
Policy of wage which is central goverment authority before, now becoming regional authority which listed on governoor policy. Various stakeholder involved on this policy formulation causes conflict of interest happened. Each part try to give the most rational reason for getting integrative solution. This research aim to describe various of interest based on bounded rationality perspective, then mapping conflict which happen at all. This research use qualitative descriptive method. The result showed that bounded rationality appear from the difference of satisficing from a policy, incomplete knowledge which is bounding the rationality, and bureaucracy values which is bounding goverment behavior. Furthermore, the conflict of interest which happened in formulation of minimum wage policy can be analyzed by conflict pattern analisys with “win-lose” situation
