Abstract :

Population growth in Indonesia is very significant increase in the accumulation of data by Statistics Indonesia population of about 237 641 326 people (1000 for men and 986 for women). It means that there is a possibility of Indonesia's population is predicted to increase "population explosion" of course it has the potential to cause negative effects such as the food crisis, conflict, crime, environmental issues and climate change issues. Therefore it is necessary launched a revitalization program to reduce the rate of population growth through “Keluarga Berencana” programs (KB). Power required by the sectoral efforts in addressing the particular BKKBN “Keluarga Berencana” program in support of population growth and the development of an ideal family. Efforts are made to the emphasis in communication through the dissemination of “Keluarga Berencana” programs as they are run by the district of Bojonegoro because it has resulted in demographic transition characterized by declining birth rates and mortality rates and increased life expectancy. The research was conducted on the basis of a study to determine the socialization paradigm shift in sustainable “Keluarga Berencana” policy in Bojonegoro.This study used a qualitative descriptive approach to coverage problems focus on social problems related to the program "Family Planning" (KB) in Bojonegoro sustained through socialization paradigm. Source of data used are secondary data sources. Researchers gain based on the observation, documentation and a survey of the facts, a general description (overview) and the data that are concrete (support and complement) that fit the theme of the research.The results of this study indicate that the overall participation of “Keluarga Berencana” in the district. Bojonegoro not meet the concept of sustainable development. Therefore, the majority of people in different sub-district considered less intensive and have not been up in a “Keluarga Berencana” counseling potential participants and the lack of support from role models. In addition, the low budget and means of dissemination of “Keluarga Berencana” programs, the limited kinds and types of contraception, acceptance and accessibility of contraceptive services. Socialization of “Keluarga Berencana” policy in Bojonegoro done on the basis of five (5) aspects of socialization “Keluarga Berencana” policy, the principle of “Keluarga Berencana” policy dissemination, policy dissemination stages KB, success factors and manifestations of “Keluarga Berencana” policy dissemination paradigm shift “Keluarga Berencana” policy dissemination.
