Abstract :
Efficiency of the ports in Indonesia is relatively poor. The role of government should be the regulator, was doubled by PT. Pelabuhan Indonesia III (Persero) Branch of Tanjung Perak Surabaya as State Owned Enterprises that manage and organize activities of the port. Accommodative harbor are led to the restructuring of harbor arrangement. The government has tried to provide legal certainty for the management of the port by issuing basic law through Act Number 17 year of 2008 on voyage. This research use qualitative methods with type research type is descriptive. The selection of informants done by purposive sampling and than developed by using snowball techniques. The data obtained through observation and process of interview, and take advantage from the source document data and online data search. The validity of the data was tested through triangulation of data sources so that the data presented is valid. Analysis and interpretation of the data is done by reviewing all available data obtained through in-depth interviews and using the data document source, and defines a set of data relationships.The results obtained in this study indicate that the achievement of the implementation of the restructuring policy in the identification of the separation of the role of Pelindo III Tanjung Perak Surabaya present status as a Business Entity port terminal operators, and regulators in the function played by the Port Authority as a government representative to oversee activities in the area of ​​Tanjung Perak harbor Surabaya after the separation of roles and then the emergence of the new Port Business Entity that is ready to compete with Pelindo III Tanjung Perak as a terminal operator in the port management activities. Factor that really affect or factors are less support to support this policy is a factor of human resources good possessed by Pelindo III Tanjung Perak Surabaya as operators and otortitas port as regulator is implementer of management policies new port.
