Abstract :

Villager empowerment as the focus of successful development in Indonesia has been a continuous effort made by the government. Therefore, the objective of this study is to describe the effectiveness of village-related government policy (i.e. village fund allocation policy) in supporting villager empowerment. The significance of this study is to understand villager empowerment which has been marginalized through the implementation of this policy.. The findings of this study indicated that village fund allocation served as stimulus to endorse Cerme villagers to develop and maximize their potentials. Physical development budget was also directed and focused on economic improvement of the villagers by involving them in the project and other social activities in the village and by involving them to concern about their village development. Hence, the villagers become active and responsible to their village development
