Abstract :
The image of traditional market which are smelly, dirty, and full of strewn garbage makes the decrease of that market‟s existence. To overcome it, the government of Probolinggo try to revitalize the traditional markets. Revitalization performed at Pasar Baru in physical form and environmental health improvement program which is called bank sampah. In running the program, there is a partnership among governments, civil society, and private. The results obtained, the pattern of partnership happened is mutualistic partnership. The government's role as an amplifier of commitment, accompany, and contribute to both physical and non-physical. The role of private giving physical and non-physical assistance and civil society as the operator of the bank sampah.The process which is done to achieve the success of this partnership is similar to the theory of process condition. In addition, the benefits for government the market to be clean, the civil society get knowledge, experience, and also additional revenue, known to the public for private, for traders can be obtained additional income and visitors can shop comfortably.Keywords: Partnership, Bank Sampah
