Abstract :
This research aims to obtain an overview related to how the policy implementation of social protection and to know the various factors that influence the policy implementation in pre placement period for Indonesian labor in UPT P3TKI East Java Province. In order to describe the implementation of pre placement social protection, this research used theory from Lester and Stewart, while for knowing the factors that influence the policy implementation, it is used four dimensions of implementation from George Edward III’s theory. The results showed that the policy implementation in UPT P3TKI as a whole can be assessed already well, though in terms of communication, there was still a problem that need to be solved, such as lack of socialization to society. in terms of physical facilities exist need to be repaired, such as toilet. Implementing any disposition factors have been implemented quite well because each other has run its functions and duties in accordance with procedures. Bureaucratic structure factor has been clear, with Standard Operating Procedure are also clear as a guide to implement the policy and can give positive impacts in the implementation of the policy.
