Abstract :

Waste management plays an important role in urban development efforts in particulars one form of service to the public that is increasingly growing population so much influence on the increase in the amount of waste. In addition to the seriousness of the City Government in achieving the various achievements of Surabaya in tackling hygiene, there are several important things that affect its performance in maintaining and improving the quality of waste management in the region one of them is seen through its supervisory activities. The method used in this research is descriptive qualitative research sites in Department of Hygiene city of Surabaya. The data collection was done with interviews, documentation and observation. Then the validity of the data was tested through triangulation of data and assessment followed by combining the data and identifying the relationship between them so as to produce valid data. Results obtained from this study that the intensity of control conducted by Department of Hygiene in improving the quality of waste management in the city of Surabaya is already quite good, where it is seen from the overall internal controlling attached to that applied by Department of Hygiene and their role in implementing and through a variety of factors that affect efforts to improve the quality of its performance
