Abstract :
In the era of globalization, the function and role of non -state actors have becaome very influential in a variety of topics and issues. One popular topic isabout global climate change and energy saving measures, primarily based on the use of fossil energy. World Wild Foundation, hereinafter referred to as theWWF, had an idea to make energy savings which then realized as an activity called Earth Hour. It is necessary to observe how, in a relatively quick time,five years, this movement has enlarged from just 1 city and became 6950 cities; from one country to 152 countries. So what is the strategy used by theWWF Earth Hour campaign activities? For the analysis of the strategy, the authors used a global civil society mobilization strategy which was measuredin five variables: swarming, framing, visibility, lobbying, and networking. It is found that the explanation of the globalizing activity and the increased ofactivity of Earth Hour movement was caused by the mobilization strategy.
