Resistensi finlandia terhadap global educational reform movement

Abstract :
Global Educational Reform Movement (GERM) is a movement for educational reform in various countries around the world as a part of devolepment paradigm changes in 1980s which was based on neoliberal ideas. Through central role of international development institutions such as World Bank, WTO and IMF, GERM can be an orthodoxy of education policy in many countries. Neoliberal reforms in education were conducted in various countries particularly the Anglo – Saxon countries such as England, Australia and New Zealand. However, when many countries adopt this reform, Finland shows its resistance towards this action. By using concepts and theories about dynamics global – local relations in the context of globalization pressures on a country, this tudy focuses to find scientific explanations related to Finland’s resistance against GERM. Through reviewing datas and facts, writer finds that main cause of Finland’s rsistance is that there are mismatch and clash of values between GERM with values that has been built by Finland’s education system.
