Abstract :

Gender Responsive Planning and Budgeting (PPRG) is the concrete step of gender mainstreaming mandated by Presidential Decree No. 9 of 2000 (Inpres nomor 9 tahun 2000). Gender Responsive intended to respond to the needs, aspirations, demands and life experiences of men and women which it was different into a particular policy strategy. This is a global commitments contained in the Millennium Development Goals (MDGs). This study aimed to describe and elaborate of planning and budgeting in Program Beasiswa Santri Berprestasi (PBSB) Direktorat Pendidikan Diniyah dan Pondok Pesantren, Direktorat Jenderal Pendidikan Islam, Kementerian Agama RI in gender perspective. The writer used descriptive qualitative method to conduct in-depth interviews, and relevant documents. The data obtained and analyzed by the model of categorization, attribution category and then interpreted theoretically. The results obtained show that the planning and budgeting of PBSB not equipped with a gender analysis or it can be a neutral. It could be happened because some requirements of gender responsive budget still not fulfilled yet. In addition, PBSB as a policy that is not accompanied by gender analysis was showed gender performance. It can be proven by the number of participants that was balanced between men and women. Therefore, PBSB was the category of policy that aimed as general policy objective.
