Abstract :

Joined-Up Government is a governance that emphasizes coordination among government agencies in managing public issues. One of them is related to the issue of tourism destinations  development in the local area. The coordination that is discussed in this research is horizontal coordination. The purpose of this study is to describe how the process of horizontal coordination betwe en relevant agencies of tourism destination development in Sidoarjo and what are the obstacles in the process of coordination be tween the relevant agencies. This research uses descriptive qualitative research method. Data collection techniques used by observa tion, literature study and in-depth interviews with 16 informants from different agencies. Determination of informants conducted by purposive sampling which the parties is considered to know and have an adequate information related to tourism destination development in Sidoarjo.   The results showed that the adoption of the Joined-Up Government in Sidoarjo has not been maximized. There are many obstacles in the process of horizontal coordination among agencies. This problem such as unsynchronized time of coordination process related to the activities of each agency, differences perception between agencies that lead to sectoral ego pro blem, lack of support from supervisor so that the implementation of agreement coordination is not maximized. Furthermore, there are a criteria that indicate the Joined-Up Government has applied. That criteria is the communication in the process of inter-agency coordination is done intensely supported by the use of information and technology. Implementation of the coordination agreement activities are evidenced by the composition of tourism destination development activities in Sidoarjo. In addition, a wide variety of activities that are related to the results of horizontal coordination of tourism destination development in Sidoarjo has also been successfully implemented.
