Abstract :
Phenomena that occur in the hospital related Dr.Soetomo fullest patients who can’t be controlled, the role of community health centers in preventing hospital for immediate treatment to Dr.Soetomo need to be reiterated. After receiving the data, researchers conducted research on a case study in the health center Menur. Menur health center is the Regional Technical Implementation Unit of Surabaya City Health Department who are experiencing Empowerment Organization. Empowerment is conducted by the health center Menur contains some elements that exist. The method used is descriptive research that illustrates how empowerment and the factors that support and hinder the health center in Menur. From the research that has been done can be seen that the responsibility for the good of the employees, a large enough confidence from the leader, the presence of the high confidence of the employees, lack of delegation granted to employees, communication is less active in the day-to-day between leaders with employees, and also the absence of reward or recognition for employee performance boost to spend his best. The latter also can be seen some of the factors that can support and inhibit Menur of Empowerment health center, the most highlighted is about the distribution of Surabaya City Health Office that does not comply with the demands and needs of the health center Menur.
