Abstract :

The history of Surabaya the colonial Dutch-East Indies in the beginning of 20th centuries basically uncovered the development of Surabaya from traditional city to modern city. However, we have to realize that the development of modern city needs structure and support facilities as a reference to modernize a city, especially Surabaya. The establishment of Gementee in Surabaya is a form of Surabaya local government’s power devolution which is authorized in April 1st 1906. It requires funds to provide any activities from any aspects of gementee Surabaya. In this case, central government gave Surabaya f 284.300 for Gementee in Surabaya as the initial capital. This study examines Gementee activities in Surabaya in advancing the development aspects of the city, the economy, and public welfare by establishing municipal affairs departments that have been set forth in the public works department affairs of Gementee Surabaya..
