Abstract :

Pemerintah Hindia Belanda pada abad ke dua puluh pernah mencanangkan moda  kereta  api  sebagai  moda  transportasi  utama  di  negeri  jajahan  Indonesia. Sayangnya  kebijakan  itu  tidak  berlanjut setelah  zaman kemerdekaan  dengan  makin menyusutnya jaringan kereta api yang beroperasi maupun infrastruktur pendukungnya. Rendahnya daya operasional infrastruktur yang ada menyebabkan Djawatan Kereta Api atau DKA mengalami kerugian. Minimnya pendapatan dan meningkatnya beban operasional menyebabkan daya saing kereta api dengan moda transportasi lain menjadi rendah. DKA kemudian menggagas revitalisasi infrastruktur salah satunya adalah dengan mengajukan pinjaman pada pemerintah dan bank dunia. Revitalisasi ini diharapkan mampu merubah keadaan perkeretaapian khususnya di Pulau Jawa. Secara bertahap DKA mendatangkan lokomotif, kereta penumpang dan barang, juga infrastruktur pendukung seperti sinyal, jalan dan rel secara periodik dan berkala. Tidak hanya infrastrukturnya, tapi kualitas pelayanan dan sumber daya manusia. Dutch East Indies government in the twentieth century had declared mode trains as the main mode of transportation in the colony Indonesia. Unfortunately, the policy was not continued after independence with increasingly shrinking era railway network operating and supporting infrastructure. Low power operation of existing infrastructure caused or DKA Djawatan Railways suffered losses. The lack of revenue and increased operating expenses caused rail competitiveness from other transportation modes to be low. DKA then plan infrastructure revitalization one is to apply for a loan from the government and the World Bank. Revitalization is expected to change the state of the railways, especially in Java. Gradually bring DKA locomotives, train passengers and freight, as well as supporting infrastructure such as signals, road and rail periodically and  regularly.  Not  only  the  infrastructure,  but  the  quality  of  service  and  human resources.
