Abstract :
The phenomenon of CSR is evidence that the formulation of the problem or the public interest is not easy. Any agencyactivities and decisions that affect the interests of the people can be seen as a problem or public interest. Theexistence of CSR implies a locus of public administration studies. Locus study of state administrative institutions ofthe country are no longer in the public interest mandate, but it includes all the agencies – state, private/business ornon-profit – all these institutions carry out his action affect the public interest or public interest. Corporate SocialResponsibility (CSR) is understood by most companies in Indonesia as a voluntary social responsibility therefore therules that make CSR as an obligation under challenge from the business. To eliminate the negative bias of thebusiness world, the state must streamline its role as a provider of ‘enabling environment’.
