Abstract :

One of liberation abd globalization impacts is a policy, improvement and adjustment on national education and make the university roles and functions change as Badan Hukum Milik Negara (BHMN). Throught the university policy,  Unair  as  BHMN  must  he  driven  to  change  an  orientation  from  local  class  university  to  world  class university. By this changing so research concerns to: “how far is an institution building influence to performance improvement and building trust for stakeholder” In order to cover the theme, this research presents 121 respondents which represents 11 faculties at Airlangg. University as BHMN. Results of this research indicate that 42.16% respondent recognize there is capacity building system, 44.44% respondents are less convinence that there is an organizatioan capacity building and then 48.33% respondents less convinence that there is an individual capacity building. Also, according to 42% respondents there is no institutional performance building. Therefore 59% respondents are not sure that there is performance change in Unair BHMN. In doing so, we an institutional building model for Unair BHMN must be concentred to three aspects. First, to build an institution is centralized to individual and organizational improvement. Second to improve institutional performance is centralized to achive equity in administration services, institutional performance is accountability, means and facilities improvement, institutional responsibility toward change. Third, to improve building trust is concentrated on the real result change..
