Abstract :
The distribution of general practitioners uneven placement is reviewed from the perspective of generalpractitioners according to the spatial proportions and some of the case law with respect to general practice license,the involvement of community participation in all the circumstances it is a necessity, which all were encouraged toundertake this study. Goal this study is to provide an overview of the ideal model of issuing licenses to generalpractitioners according to the proportion of general practitioners placing spatial community participation in theimplementation of Permenkes No 2052/MENKES/PER/X/2012 article 2, paragraph 3 in Jombang.The research is a qualitative descriptive study. The focus of research on the implementation of PermenkesNo. 2052/MENKES/PER/X / 2011 article 2, paragraph 3. The next one in the developed model includes muchparticipation by considering the spatial placement of doctors in proportion to the issuance of the license to practicegeneral practitioners. At the beginning of the study done by spreading the data collection questionnaire to 30general practitioners and 30 questionnaires to the public. The results are used to reinforce and complement theresults of interviews of the informant.From this study it can be concluded that there is non-compliance in the context of the model GeorgeCharles Edward III on the implementation Permenkes No 2052/MENKES/PER/X/2011 article 2, paragraph 3at the District Health Office Jombang. Besides, it is also necessary to obtain the ideal model of the issuance of alicense to practice general practitioners to consider the placement of general practice physicians according to thespatial proportions, supported by community participation.
