Abstract :

In this journal, the authors discuss about the energy cooperation which is held between China and Myanmar in the contruction of trans-China-Myanmar oiland gas pipelines project. In the process of energy cooperation, there are some serious problems that occur due to rejection by the Arakan villagers over theconstruction  of  the  pipelines. The  author  analyzes  China's  policy  approach through the theory of geopolitics and geoeconomics as a background motive ofChina  hunting  energy  to  Myanmar.  For  analizing  how  China's  policy  of securing its energy supply, the author uses the theory of good neighbor policyand the 5 variables of the energy security issue which focused on the military variables.  Based  on  the  theoretical  framework, the  authors  establish  thehypothesis that the Chinese do two different strategies to suppress the rejection by  local  residents  of  Arakan,  through  developmentalist  strategy  and  thestrategy  of  violence.  In  conclusion,  in  order  to  secure  the  supply  of  energy resources, China is trying to do everything in both ways, through a gentle waywith  development  programs  that  have  been  promised,  or  in  a  manner  that tended repression through military pressure or violence.
