Abstract :
Transition toward democracy that occured in Indonesia after the breakdown of New Order Regime had forced the government to change the fundamental political system. United States’ USAID had offered their help to escort the strengthening process of Indonesian democratization through Support and Strengthen Democratic Initiatives and Electoral Processes in Indonesia (SSDIEPI). The main argument in this paper is that many scholars stated that foreign aid on democracy do not bring any improvement to domestic political development. In fact, democratic strengthening and election aid by USAID had successfully escort Indonesian democratic transition. This result cannot be separated from these factors: the political will of Indonesian government; hybrid strategy used by USAID to synergy the interest of the people and the elites; and the involvement of civil society to support democratic strengthening in Indonesia.
