Abstract :
Thomas Pogge and Amartya Sen claimed that the Adam Smith and Malthus’s measurements of poverty and famine are problematic. The poverty diagnosis described by classical development theorists’ neglect the possibility of the consumption capabilities and the diverse urgencies of public consumptions. In India and China in the late 1960s, poverty was not caused by the relationship between population and food supply but by the inequality of rights and capabilities of the societies. India adopted the “bottom up” solution which implemented directly to the root of the problems in their society. China also came up with different solutions. Eventhough there were no determined measurement of the level of success of these solutions, we still can see how the definition of poverty and famine has grown as claimed by Thomas Pogge and Amartya Sen.
