Abstract :
Abstract: Floods is the most frequently natural disaster hit the communities, it’s around 37,5% from all potential natural disaster in Indonesia. In few municipal and regency, floods was routine disaster on rainy season, such as in Bojonegoro. Total of 126 villages on 16 sub-districts and 150.000 peoples of Bojonegoro are at risk floods of Bengawan Solo River. The impact of the Bengawan Solo overflow is rapidly transmission of communicable disease, particularly diarrhea and skin diseases. After the floods disaster, the prevalence of diarrhea increasing 4,2% and skin disease increased up to 19,7%. One of method to reducing the morbidity of diarrhea and skin diseases is by hand washing with soap and clean water. However, this behavior is has yet become a habit and priority of the residents. This qualitative research has applying phenomenology approach. The subject’s research was 15, who live near the Bengawan Solo river basin and selected with purposive sampling technic. The results indicate that the determinant factor which influence the residents to perform hand washing with soap during floods are their perception on floods, shortage of clean water, and their practice when flooding that increased communicable diseases transmission. This behavior is affected by environmental constraint, because their intention to perform hand washing with soap was not realized when flooding comes. The conclusion has the resident need sustainable health promotion and provision of facilities to improve the behavioral of hand washing with soap during floods. The most important facility to provide is clean water, not only for drinking but also for bathing and hand washing. Furthermore, to improving this behavior, the habituation of hand washing is conducted through educational process. Keywords: flood, diarrhea, skin disease, hand washing with soap
