Abstract :

Since regional autonomy has been regulated, there are efforts to increase the quality of bureaucratic and public services performance throughout regional governments including government of the Regency of Blitar to meet public's needs. It has to be noted that, autonomy basically is not only the shift in authority from central of regional. The most important point is questioning its implication for the region's welfare betterment.
