Abstract :
In general, the developing countries' government legitimacy is highly dependent on the capability of the present authoritative regime to develop effectively its economy by effective cheap food staple supply for the people. The fall of the regime of Old Order, New Order and Megawati caused by not only by the political problems, unfairness, and democracy, but also by the disappointment of the people with long or seemingly never ending crisis of economoic that to unemployment, poverty, and limited means to satisfy the physical needs of the people. Food staple (such as rice) supply policy through market interference involve a relatively autonomous bureaucratic system to control price of rice in the expected condition. It is not only for the economic reason, but also for sake of the authoritative regime to preserve its political power by showing its effectiveness in performing the economic policy to satisfy its people.
