Abstract :

Development and industrialization, wherever they are, including in Bintuni Bay, Papua, always brings dilemmas. They don’t only bring changes in local culture, but also potential frictions, and even conflicts. This study finds that many social problems faced by the local community in Bintuni Bay are more complex than underdevelopment, lack of incomes, the absence of production assets to organize its daily life, or the impact of industrialization process which involved only little local community participation. Many allocations of fund that had been spent and the programs performed by the industry and the local government could not keep itself up with the increasing acceleration of problems in the local community around Bintuni Bay. The industrialization process that is occurring in the area of Bintuni Bay should not lacerate or destroy the self-potential of the local people. Empowerment program of the local community must be done fully, rather than partially or temporarily. It is also very important to reconsider whether the planned-reconstruction program is really suitable for the people’s characteristics and needs
