Abstract :
The health service provisition is the state's obligation which must be passed to entire/all its citizen by holding the social value and justice. Ideally state guarantees the health and its citizen prosperity. This State responsibility in the health area decanted in every macro police made by the government as guidance in conducting the health service to the entire society. But because of financial ability degradation of state in defraying the developmnet programs including in the area of health services, the new order Goverment (orde baru), clearly have positioned the health area reside in for market track and make the health sector development as an economic growth agent. From the Economic viewpoint the analysis rely on the market mechanism (market strength), while political viewpoint is by learning at political mechanism. There is acknowledge that the macro policy formulation int he health area, have been colored no more with social responsibility, but likely more based on economic growth motivation and interest. By using market mechanism approach, the link between supply and demand has stayed in the profiting condition (propotionally). while from political mechanism, policy of liberalism and desentralism of health services is getting a lot of critics and objections, especially from pressure group such as NGOs and professional organizations. The most concerning problem among the negative impacts of capitalism based development is uneven distribution of health service especially for the poor society.
