Abstract :

This article aimed at discussing discourse of bureaucratic autonomy of rural government using Max Weber's classical bureaucracy and Lawrence M. Friedman's legal systems. The result from field observation in some villages in East Java before and after the implemetation of UU no. 22/1999 is used tp sharpen the debate. This perspective are used to draw substantial conclution: Are there any dilemmas in the development of rural government's bureaucratic autonomy?
