Abstract :

New political parties were established as the authoritative political system turned into the more democratic political system in Indonesia. In 1998-9 there were 107 political parties, 48 out of that number competed in the 1999 general election. The establishments of new political parties show that people were eager to participate in shaping their government. Each political party needs organisation that has a clear and strong idology. Those which do not have such clear and strong ideology will obviously dissapeared. Some with similar interests and ideology may merge. Democracy is not measured merely by the bigness of number of political parties, but by its autonomous freedom of its people. Therefore, to increase the awareness toward values and efforts of the people to be more civilized and just is a conditio sine qua non of Indonesia. This paper suggests that participatory democracy should be developed so that people will be more ably in conrolling the government. By a participatory democracy, a better accountability of the use of power of the government could be implemented.
