Abstract :
Changes in the public sector in recent year are driven by variety of forces in many countries. They include the attack on the public sector, changes in economic theory, and the impact of changes in private sector, particularly globalization as an economic force. To meet demands in public sector, especially in public services, governments adjust their techniques in order to achieve greater management result. The effort are concerning the quality improvement programs, by implementing several quality management approaches such as, TQM, QA, and quality culture development. The essence of quality itself depends on the citizen client as the customer. Therefore, understanding their needs as well as building commitment at all bureaucracy levels are important.
