Abstract :

This article focused on planning capacity building for  the integrated coastal management. The orientation is to formulate the alternative of capacity building of coastal management plan that able to maintain the quality of environment and increase the economy and social culture of coastal community. The article based on research is conducted in East Coast of North Sumatera. The reasearch is conducted with  Analytical Hierarchy Process (AHP) method. Based on AHP analysis, human resources is the first priority in building  the capacity of marine and coastal management plan in East Coast of North Sumatera, followed by cooperation, rules and organization.  As the human resources is the first priority in alternatives in capacity building on coastal management in East Coast North Sumatera Province are directing for competency improvement, income generating, carerr creation and human resources skill achivement regularly and measurable.  The criteria of capacity building coastal management are economic element, social element and ecology element. It means the three elements are important when efforts for capacity building coastal management will be conducted. The reaching of sustainable development in coastal management in East Coast North Sumatera Province  will  propose eleven strategies
