Abstract :
As a part of reformation agenda, the implementation of local autonomy demands changes in the soul of bureaucracy both in central and local government. Although there is a shift from central to local authority, in some extend, the implementation of UU 22 and 25 1999 has not suitable yet as it’s sense and spirit. Using rational choice approach and bureaucratic shaping model, this article trying to analyze the implementation of local autonomy in Indonesia from the administrative culture perspective. There is evidence that bureaucratic behavior in Indonesia still can be categorized as budget maximiser with spender orientation rather than earner.
