Abstract :

This study discusses the leadership of M. Noer as East Java Governor. This paper uses historical method. Historical method is heuristics, criticism (testing) of the sources, interpretations and historiography or writing. Discussion this paper consists of several things, among other : The background of M. Noer and the leadership of M. Noer. The background of M. Noer cover their family, education and carrier. Besides, this writing also discusses about his leadership during governor period. In his leadership period, he also has several expectations which are never been reached until in the end of his leadership. This research discovers several aspects. Those aspects are in relation with his leadership, he is not only trying to focus on his politic field, but also economy, social, culture, even agriculture fiels. M. Noer policy which is released in his leadership also experience of pro contra side, one of them is KB program
