Abstract :

Racism is a familiar phenomenon in the world of football, especially in Europe. As an association that handles European football, UEFA (the Union of European Football Associations) issued regulations and anti-racism policies to reduce racism in European Football. In December 2000, UEFA strengthens regulations to fight against racism in football matches in all competitions in Europe. As a country with a high level of football racism, Italy became a spotlight by UEFA because of a large number of cases regarding racism in football. UEFA rules and regulations that are applied have not been able to reduce the level of racism in Italian football. And until 2013, the number of cases of racism in Italian football league even more escalated. This research is based on the question 'why' that explain the ineffectiveness of the UEFA regime of anti-racism in Italian football. This research uses the theory of international regimes, the urgency of the effectiveness of the regime, and sports as an indicator of racism in the community.
