Abstract :

Although Turkey has recognized the independence of Armenia in 1991, but there was no diplomatic relations that existed between the two states. This is due to some problems which remain unsolved. To overcome these problems, Armenia and Turkey try to begin diplomatic relations by making normalization. The normalization of diplomatic relations began with sport diplomatic, particularly through football game. However, there are other external actors who hamper this effort, the writer noticed that Azerbaijan has contributed to the stagnant of normalization effort between Turkey and Armenia. According to this fact, writer tries to focus on the stagnancy of normalization effort between Armenia and Turkey by using the concept of foreign policy change which influenced by external factors, in this context is the actions of other states. The writer tries to analyze variables that allow other countries to involve in one state’s problems such as resources, needs and responsiveness. Energy geopolitics then also be considered as an influential factor in this problem.
