Abstract :
The rise of India after the economy liberalization in 1991 was marked by the development in the fields of technology and information, proved by the development of technology industries on a global scale from India, one of which is e-commerce. Contradictory conditions are found in this country regarding the contribution of information technology and ecommerce respectively to the GDP which has pretty much difference. The application of ecommerce and internet penetration is still sluggish compared with its use in other countries. As a country with the second largest population in the world after China, India has a huge potential market as the sales target that needs done via e-commerce. Moreover, the existence of qualified technological support can optimalized the use of e-commerce. Author reviewing to find the causative factors behind the low utilization of e-commerce in this country. Found at least two reasons behind the phenomenon, which involves the social and economic inequalities of Indian society. The concept of digital divide serve as a bridge to understanding the anomalies India, where the author offers a social inequalities of Indian society in the context of property ownership and access to information technology and e-commerce, as well as lack of knowledge of foreign languages Indian society that hinder the understanding and operation of Internet sites, including e- commerce.
