Abstract :
The purpose of this evaluation research to describe the result of assessment about accomplishment in realization of Rehabilitasi Sosial Daerah Kumuh (RSDK) program in Surabaya. Method of this research is qualitative with descriptive research type. The location of the research government institution which involve in the realization of Rehabilitasi Sosial Daerah Kumuh program, some of them is Badan Perencanaan Pembangunan Kota of Surabaya city, Dinas Sosial of Surabaya city as the institution that have responsibility for program organizer, DPRD of Surabaya city from legislative side. Purposive sampling technique is used to determine the informant of this research. Meanwhile, data collecting technique in this research is obsesrvation, depth interview with the informant and also written document. Then, triangulation technique is used to ensure validity of the data in this research. Furthermore, data analysis technique is using data reduction, data presentation and conclusion making. The result of this research shows that the realization process of Rehabilitasi Sosial Daerah Kumuh in Surabaya is not effective and efficient. This happens because the five factor of effectivity shows that the program is well runned only on the realization process, while the kind of program is not appropriate with the group objective needed so the result for this program is not effective. Then, from comparison between input and output shows that the result of the realization is not efficient with purpose accomplishment of the program.
