Abstract :
Implementation of electronic goverment in the organization of public services in the city of Surabaya, realized in a program E-Sapawarga Surabaya become one of the activities undertaken by the government of Surabaya City in an effort to improve the quality of public services. The research raises the question of the program E-Sapawarga and factors that become obstacles in this program. Therefore, the purpose of this study was to understand the implementation of the program E-Sapawarga in improving public service and to understand the factors constraints faced by this program. The results showed that the implementation of E-Sapawarga can run well, but less than the maximum because of many obstacles faced in communication and resource factors.
