Abstract :
Complaints handling is a part of the public service system to managing public complaints over public services. Media Center of Surabaya City Government is a unit under the Office of Communications and Information Technology that manage the services in the field of public complaints. During time since it was established, the service received by the Surabaya City Government Media Center has increased significantly. This study aims to describe the quality of service and determinant factors of quality service in complaints handling in the Media Center of Surabaya City Government. This research is qualitative descriptive type. The location of this research is in Media Center of Surabaya City Government. The informant technical determination is by purposively. The data collection techniques consist of observation, in-depth interviews and the use of written documents. The mechanical examination of the validity of data uses triangulation sources. Also the data analysis techniques use data reduction, data presentation, and conclusion. The results showed that the quality of complaints service has been good overall. The determinant factors of service quality showed that the structure of the organization factor, the capability of the apparatus factor, and the service system factor are the determinant factors of the complaints handling quality.
