Abstract :
The aim of the research is to obtain the brief explanation of the issues of the policy and strategy handled by Surabaya’s governors to resolve dropped out children problem in Surabaya. Every citizen has the rights to obtain their education, especially in their primary education, whereas it is the obligation for the governors to overcome the fund. In a contrary, the rate of dropped out children in Indonesia is significantly rising. In fact, over the years the rate of dropped out children has significantly decreased in Surabaya. The education authorities in Surabaya have the command in delivering the policy and strategy to overcome the dropout problem. It is believed to be reliable source to obtain the information. The research is conducted by using qualitative descriptive method. This research was conducted in Surabaya. There are three major informants. They obtained from the education authorities, the society and NGO. The researcher used purposive sampling data to determine the informants. The data are collected in in-depth interview and documentation, for the data analysis is used reduction, presentation and conclusion. It resulted that the policies from Surabaya governors are conducted by combining expansion and transformation strategy. These strategies and policies are believed to be the concern of improvement of status, capacity, and other facilities which suitable within the globalization in the case of organization, combined with the organization’s demand to fulfill internal and external need which is essentially conducted for fundamental change. Expansive strategy includes preventive policy or preventing dropout kids because of economical problem such as BOPDA scholarship and Mitra Warga entrance program. Transformation strategy includes non-formal programs such as PKBM and Kejar Paket.
