Abstract :
Street children are groups of vulnerable children who need special attention. In social-psychologhical, street children are often faced with a dilemma situation. They have to survive on the street, often in their daily life misbehaving so endanger themselves, others, and public order. Negative stigma attached to street children in the community. Therefore, City Government implement empowerment of street children by building a special place that accommodate children with social problem namely is UPTD Kampung Anak Negeri. This research to describe how effective empowerment of street children inUPTD Kampung Anak Negeri. The type of research is descriptive qualitative and techniques of informant selection usingpurposive sampling that informants are those who know exactly about the problems. The result obtained from this researchthat the implementation of steet children empowerment in the UPTD Kampung Anak Negeri is less effective. It can be seenfrom the goal has not reached the specified target, less comprehensive strategy, the implementation of activities has not beeneffective, and control system are unsustainable
