Abstract :

This study aims at explaining the effort of the Government of East Java in terms of sugar management towards the implementation of ASEAN Economic Community (AEC). This study is based on the fact that the Government of East Java plays a significant role as East Java is Indonesia’s sugar centre. This country’s failure in meeting the need of sugar nationally results in Indonesia having to import sugar. Such condition causes imported sugar dominates nationally and shifts the domestic sugar. Hence, the role of the Government of East Java is needed due to the fact that if domestic sugar is no longer utilized optimally towards the implementation of AEC, the domestic sugar will be replaced which eventually affects the level of prosperity of the farmers as well as the domestic economical condition.
