Abstract :
Montreal Protocol is one of “Multilateral Environmental Agreement” (MEAs) on ozone protection, specifically regulates controlling and trading the Ozone Depleting Substances (ODS) which ratified and adopted by China. Before China ratify the Montreal Protocol in London Amendment 1991 which have assured the technical assistances, funding, and technology transfer, China was hesitate to ratify it because China be worry about its internal chemical industry and trading while the ODS was the prominent commodity. China had been afraid of the financial loss on its industry if China ratifies the Protocol. Using realism perspective which assumed that state always considering its national interest, moreover considering ratify some international agreement or international regimes, and using on international urgency as good governance for global environment, researcher trying to analyze what the implication of Montreal Protocol to China is. This research writes about how Montreal Protocol being adopted in China and had some implication to ODS control in China, and also on ODS trade sector from its FDI, import and export value. This research also try to analyze how Montreal Protocol being an effective international agreement and being strategic step for China to realize its green growth and green development as China dream for sustainable future
