Abstract :
Eritrea, a small country on the horn of Africa, became international headlines in 2006 after officialy rejected financial aid from United States government and U.S-funded NGOs. This 2006 selective policy complemented numerous selective policies that had been done since Eritrea’s independence. This particular policy, however, is the implementation of the country’s self-reliance principal. Eritrea’s self reliance as a national principal was born during its struggle for independence. During 1962-1991 independence war, Eritrea only accepting aid from few donor NGOs, causing the country to fight a difficult war by their own. Isaias Afwerki, President of Eritrea, stated that not all foreign aid were based on sincere purpose. Thus, selective behavior was needed for making sure the aids correspond with national development and free of donor’s political motives. Even after implementing selective behavior, Eritrea succeeded using the available aids for improving health, education and its citizen life quality in general. Eritrean government was able to suppress the spread of Malaria and HIV virus. In education sector, school-age children’s education participation rise drastically from before independence. The life quality of Eritrean was also significantly bettered due to reformation on numerous public sector. This research focused on the reason of Eritrea’s tendency to become more selective each year. Furthermore, this research also looking on the role of Eritrean government and foreign donors upon this tendency.
