Abstract :
The author uses the range of research from 1998-2006. The range includes the emergence of the RFMA Act 1998 and also the standing of the new PSMC company STTEP International in 2006. In 1989 South Africa experienced an emergency due to resistance from opposition forces. The resistance then led to political instability both in the region around South Africa as well as domestically. The ruling apartheid government made securitization efforts to overcome the problem. After the new democratic era the new government imposed restrictions on the PSMC. In 2006 the new PSMC company was established. So what about the establishment of agencies and regulations that restrict the movement of PSMC, PSMC industry can still grow? To answer the subject, the researchers used the theory of securitization to explain the emergence of PSMC industry in South Africa and the concept of power and political national image to describe the relationship between PSMC and the government. The fact-finding process found that in its regulatory application, the South African government authorities NCACC and PSIRA indicated a loophole in the operationalization of its authority and duties. There is interference from the PSMC within the governing body. This is also coupled with the weaknesses of regulation which in the implementation indicated less enforced. Thus it becomes a subject that the authors assume is worthy of further scrutiny.
