Abstract :
Nile Basin CFA is the first multilateral agreement which is involved both upstream and downstream countries of Nile Basin. On 14 May 2010, Ethiopiawith four countries, Uganda, Kenya, Rwanda and Tanzania signed the CFA. After three years of ratification process was opened, Ethiopia becomes the firstcountry who ratified this agreement on 13 June 2013. This shows the position of Ethiopia lead another countries in Nile Basin. Thus, it’s needed to researchfactors that caused Ethiopia ratified Nile Basin CFA while most of the countries in Nile Basin have not ratified yet. This study use domestic level ofanalysis, rational choice theory which is related to national interest and benefit types from multilateral agreement in Nile Basin. The range of thisstudy is taken between 1997 and 2013. This study results, there are two main domestic factors of caused Ethiopia ratified Nile Basin CFA. First, domesticactors have been active in some negotiation in Nile Basin; Second, domestic condition like economic needs.
