Abstract :
Since 2003, China is actively investing in the agricultural sector of Mozambique. In 2006, a researcher named Loro Horta, published literature on land-grabbing in Mozambique undertaken by Chinese agricultural companies. The issue of land-grabbing and then developed and reached the peak in 2008, until the stigma that China did land-grabbing in Mozambique. This issue spread from the international community, to the people of Mozambique. Mozambique farmers fear that if Chinese investment in the agricultural sector Mozambique would threaten the existence of local farmers Mozambique. Meanwhile, China's interest to provide a positive image in the eyes of the international community in terms of Chinese investment in Mozambique as well as to maintain good relations with The Government of Mozambique. To deal with it, the Chinese do a soft-diplomacy in Mozambique with soft power with Chinese Characteristic and Charm offensive strategy. Its emphasis on increased cooperation in the agricultural sector and the public sector as well as for the principle of win-win cooperation, non-interference and non-threatening.
